Xinput + Mouse gyro with fix for weapon wheel (used action fire delay)

Used fire action delay so that mouse isn't detected by the game when the left bumper or left trigger is quickly pulled to bring up the weapon wheel. Without fire action delay the weapon wheel normally switches to the keyboard style weapon wheel.
