Complete gameplay is possible with this layout (minus Tab key camera mode). When placing objects, right trigger is more precise. Steam+X to open keyboard. Quarter tile object placement requires a cheat, add "boolProp QuarterTilePlacementEnabled true" (without quotation marks) to your userStartup.cheat file to enable this (I recommend Pleasant Sims's Guide on setting this file up). I also suggest adding "boolProp allow45degreeAngleOfRotation true" to enable 8-direction object rotation like TS3 onward.
