Civ7 plays well with just a mouse and a few shortcuts, the excellent Gyro on the Steam Controller makes this fun and easy from the couch. Meant to keep both thumbs mostly on the sticks with R4/L4 to select and triggers to issue orders. Fully featured and on-screen labeled touchmenus on both pads.
