Division on a controller.

Dpads menus for items and emotes work. Gryro and right pad mouse for aiming activate with left trigger. All broken gamepad buttons replaced with keyboard commands. Crank in game sensitivity to ~75 gamepad and 0's for mouse+mouse aim.
